The answer to your question is that you need to sign up for a Google Voice number at google.com/voice and then your outgoing calls with Hangouts will all show that you are calling from that number.  Also, people can call you at that number and it will ring in Hangouts.
There is no way to have your cell number show in caller ID when you make calls using the Hangouts Dialer.
