I think I already responded to you in a post comment a while ago, but I’ll respond here to in case other people stumble across it.
Happy hour for Real-Debrid is based on France’s time zone.
I have no idea why anything in Kodi would every take 15 minutes to load.  Something is very wrong in your setup.  I recommend uninstalling and reinstalling Exodus or even Kodi if reinstalling Exodus doesn’t work.
