You said you typed those URLs into Chrome to make sure they work. Did you do that on the same laptop that is also running Kodi? If so, then a VPN would not make any difference there.
Are you getting an error when trying to open the File Source? Or, does the file source open and you see the zip file, but it doesn’t install when you select it?
If the 2nd is true, then I have a feeling you’re trying to install the zip files right from the File Manager. You can’t do that. I don’t know why they designed Kodi like that, but you have to get out of the File Manager and go to the Add-ons Browser (in Settings > Add-ons), and then select “Install from zip file”. THEN, you can select the file source that you had set up in the File Manager, select the zip file, and then it will install.
Or, if you can’t even get into the file source, then that can only be a typo in the file source. Check for a space before or after the URL in case you copied and pasted it.
But, “Could not connect to repository” means that you have a repository already installed, and you’re trying to install an add-on from it, but the repository was abandoned and disconnected. Make sure to delete any old repositories in Settings > Add-ons > My Add-ons > Add-on repository > Select one > Uninstall (or disable).
The problem you’re having with cCloud is most likely server issues on their end, but if you have a weak or unreliable wifi or internet connection, that could also cause it.
