Guest::I couldn’t determine correct location for text entry. We used one of the recommended options for blocking IP address and our internet speed fell to a crawl. We use ATT 1which is the only option in our new home location with a max rate of 18 Mbps down. When we removed the service and rebooted all machines, speed returned to normal. I am considering only using the service when streaming Kodi but if that produces same results we are stuck. Can our ISP determine the difference in our streaming Kodi and using Netflix?

Keymaster::Yes, it is possible that your ISP is throttling some video streaming sources as well as possibly bolstering Netflix. However, Netflix has a vast global content delivery network to reduce latency. Meanwhile, servers that you stream on Kodi are typically a single server somewhere.
But, if you think it might be ISP throttling, you might want to try using a VPN.
